The Astra L is built at Opel's historic main plant in Rüsselsheim, Hesse, Germany — Opel's home since 1862. Engines come from the PSA/Stellantis engine plant in Trémery, France, and the Opel engine plant in Szentgotthárd, Hungary.

Opel is wholly owned by Stellantis N.V., the Dutch-incorporated multinational formed in 2021 from the merger of PSA and FCA. From 1929 to 2017 Opel was owned by General Motors (United States) — an 88-year period during which Opel served as GM's European arm. PSA Group (France) acquired Opel and its UK sibling Vauxhall from GM in 2017 for €2.2 billion; PSA became part of Stellantis in 2021. Headquarters, design and main R&D remain at Rüsselsheim, Germany.
